if you read first post you will get it...

@nordi
optimization of OS gave me stable 90 fps.
config of TCP/UDP package made my ping lower by 30 ms, but it's still ~90-100 to Ger servers.
is there way to get it lower or it's limit on my distance ?

Yep fetch...
It takes a while to transport ur packets from russia to germany... :)
the only thing u could do is to buy a better connection or to build ur own fibre-connection from ur house to the server ;) then u'd have 1ms or something like that ;)

and fetch, look after ur packets if they were hungry they would have to eat something on their journey from russia to germany and then u'd get lags because it takes some time until the packets have finished their meal... ;)

--
Seriously;
There are thousands of possible reasons for a higher ping;
- distance
- broken or bad cables (@home, @ISP, @Street, ...)
- internet services (Streaming, Surfing, Downloading, ...)
- busy network components (@home, @ISP, @allocater, ...)
u cant control the most of the given possibilities of a bad connection...
it's the same for me... I live @ switzerland and thats pretty close to germany ;) but i often got a choke of 70-100 on the most gameservers, even if i play with ultra low rates... my ISP says that everythigns fine with the connection even if the tests I made said that the QoS is @15-20% (it should be >80%!)...

yeah, i know that there are a lot of factors...
now it's fine for me, after my call to ISP they did some work and now i have stable 60ms on german servers, so it's good enought for me with such distantion ;)
